The PDPC is most effective when you are implementing a new process or project that has a certain amount of complexity and uncertainty. If the process steps are all obvious, and there are no likely pitfalls, then a PDPC is unnecessary. An exception might be in cases where any problems will lead to high costs. Any time that the costs of project delays or failure are high, a PDPC is helpful.
